With a displacement of 1,940 tons, KRI John Lie measures 89.9 meters (or 294 feet and 11 inches) in length and stands 3.6 meters (or 11 feet and 10 inches) tall. Her propulsion system comprises four MAN B&W/Ruston Diesel engines and two shafts, delivering a total power of 11,400 horsepower (8,500 kW).

She can reach a maximum speed of 30 knots (56 km/h or 35 mph), and has an impressive range of 5,000 nautical miles (9,300 km or 5,800 mi). KRI John Lie can sustain operations for 21 days at a time.

In terms of auxiliary vessels, the corvette carries two patrol craft and has a complement of 103 personnel. For aerial operations, she can host a single helicopter on deck.

The ship is equipped with a sophisticated array of sensors and processing systems. These include the Ultra Electronics/Radamec Series 2500 electro-optic weapons director, the Thales Underwater Systems TMS 4130C1 hull-mounted sonar, the BAE Systems Insyte AWS-9 3D E- and F-band air and surface radar, BAE Systems Insyte 1802SW I / J-band radar trackers, the Kelvin Hughes Type 1007 navigation radar, the Thales Nederland Scout radar for surface search, and Thales Nederland Sensors Cutlass 242 countermeasures.

For longer-ranged engagements, the ship has a 16-cell vertical launching system for MBDA (BAE Systems) Seawolf surface-to-air missiles, and two quad MBDA (Aerospatiale) Exocet MM40 Block II missile launchers. For anti-submarine warfare, the corvette features two triple BAE Systems Mark 32 Surface Vessel Torpedo Tubes.

A target ship, often an obsolete or captured military vessel, is used for naval artillery drills or weapons testing. It helps assess ammunition efficacy or serves for ongoing non-explosive ammunition practice. Due to risks like maritime pollution and navigation hazards from a drifting wreck, careful preparations are needed before using such a ship.
