The Type 071, with a full load displacement of 25,000 tons, stretches 210 meters (689 feet) in length, features a beam of 28 meters (91 feet 10 inches), and has a draft of 7 meters (23 feet). It can reach speeds of up to 25 knots (46 km/h; 29 mph) and boasts a range of 10,000 nautical miles (19,000 km) at 18 knots (33 km/h; 21 mph).

Designed for amphibious landing operations, the Type 071 can carry four Type 726 Yuyi class landing craft air cushioned (LCAC) vehicles and additional landing craft on its port and starboard davits. Its well deck and vehicle deck provide capacity for 60 armored fighting vehicles, supporting a full complement of 800 troops.

The ship's armament includes one AK-176 76 mm gun, four AK-630 30 mm close-in weapon systems (CIWS) for defense against aerial and missile threats, and four 18-tube Type 726-4 decoy/chaff launchers to enhance survivability against anti-ship missiles. There's also provision for the installation of 2–4 heavy machine guns if needed.

The Type 071's aviation facilities can accommodate up to four Harbin Z-8 helicopters, enhancing its operational flexibility by enabling air assault operations, logistics support, and search and rescue missions.
